Your telegrams 0286/7 November 26th. Paragraph 1. Your interpretation as confirmed. Paragraph 2 (c) article is now so emasculated that the omission of commerce should not matte. Paragraph 2 (a). We agree.

(a) This paragraph is so drafted as to suggest a competition in enforcing restrictions, however Chinese are likely in any case to head in such competition, we do not press the point.

(b) Words "all foreigners" vill introduce difficulties since, for example, subjects of the limitrophe states (except China which agreed to waive exemption are exempted from certain provisions of Registration of Foreigners Rules, and China might again claim an exemption which we would not be prepared to accord. We suggest therefore substitution of the word "other" for "all".
